Cannot add money to account

Hi,
Reciveing mixed messages.
I am trying to add money to my PayPal account from my verified bank account but I am getting these messages.

I then go to the link as directed and get this.

I still can't add money to my balance.
This has just stopped working over the weekend - I am getting nothing from Customer Service ??
