Cannot Add New User to my Paypal Account!

Hello guys. I really need your help.
I've send an email to the Paypal contact support, but not received the answers yet.
So, I've tried to add a new user to my paypal account. I already filled up all of the form fields, including the Home Address fields.
Just what you see in the image below. But the status of the Home Address stays RED, it makes me cannot submit the forms, even I already filled all the form fields. If I click on the Continue button, there is nothing happen, because the status of the Home Address is RED,even the form fields are filled up.

Any one can give a solution? Thank you
