Can't close my account

I have read all the threads about closing accounts and every single solution says that you have to resolve all issues before closing it, which is understandable.

 

Though, one of the key problems I am facing is that I have moved to a different country. In order to verify the account and resolve the 'issues', I am asked to provide evidence on my address on my previous country of residence which I don't have unfortunately any more.. So, until i provide that evidence, I am stuck in a limbo of not able to close my current account and reopen it based on my current country of residence. I am not able to find anyone on the phone due to the Covid19 situation so I am not sure what i can do?

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

This I understand.

 

In order to close my current account and open another one (under the new country i live) i need to first confirm my address at the old country of residence, which I can't do!... I don't understand why PayPal needs to confirm my old address first in order for me to close my account!..
