Belgian citizen in the U.S. on a F1 visa. How can I use PayPal if I don't have an ITIN or SSN?

I'm a Belgian citizen in the U.S. on a F1 Visa. I have a U.S. bank account but do not have an ITIN or SSN. I want to be able to link my U.S. bank account to my PayPal account. I understand this does not work so I tried to open a U.S. PayPal account. This resolved the issue but it was now giving me difficulties as I am not a U.S. citizen nor have U.S. work authorization. Because of this, I closed my U.S. PayPal account. I would like to know how I, a Belgian citizen currently residing in the U.S. would be able to use PayPal with my U.S. bank account without having an ITIN or SSN.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You can however add a U.S bank account (not card) to 'most' other countries paypal accounts. This is because paypal is a U.S company and so allows this.
Advice is voluntary.
