Artist we booked prior to pandemic doesn't want to refund

I'm a disabled veteran and I've been trying to immerse the youth here in arts and culture and asked an artist in December about a booking in June and we made a contract on the PayPal transaction that he would perform on this date. The pandemic happened and now he doesn't want to reimburse. What can I do with PayPal and if unsuccessful who else can I go to?

It's great to hear that you used your PayPal account as you have buyers protection. You can start with going to your activity log and find and open your transaction. At the very bottom you can report a problem / dispute the transaction at our resolution center. Provide us the details and the artist / seller will have a chance to respond. If you are unable to resolve this issue file a claim within 20 days. PayPal will mediate and make the decision based on the situation.
