Account Temporary locked What should we do?

Hi,my wife was trying to log in 4 times and failes since they never send the verification codes via phone number, then suddenly it said "It looks like you've tried too many times. Try again later, or reset your password."

So, we changed the password and log in again, but then we still get the same message. And now we can't login anymore..

Does anyone know what does this means? Does it mean now the account being locked? Or do we need to wait until we can log in anymore? If yes, then how long do we have to wait? Please help me as we need to open the paypal for emergency needs..

If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.
