Access to account restricted

The access to my account is restricted due to a seemingly unauthorized transaction. Now PayPal wants an electricity bill or drivers licence. Electricity bills are sent yearly and when it comes, I can not just go home to make a copy of it, because I am a working person and my home is 12,000 km (7,500 miles) away. I have no drivers licence. I can not phone them, because I am deaf. Email seems impossible. What can I do. Please.
