2 Step Verification

My husband cannot bypass the two step verification.  We no longer have access to that number.  Many attempts have been made to contact PayPal.  We can't get in contact with the phone lines and customer service will not answer my messages because it is not his account.  When customer service said he should send a message as a guest this option does not exist. I have seen many people have this problem on the community.  Has anyone been able to get it resolved?
