change a customer's recurring payment

I run a membership site, that has a recurring payment of $4.99.
I'm experimenting with different pricing structures and I want to start offering a membership of $4 per month, recurring.
Is there any way I could adjust the recurring payments of the members who are currently being rebilled at $4.99 down to the new $4 rate? I don't want to upset current members that see they are being charged more than other customers and I don't want to tell members to cancel their account and sign up again so they can take advantage of the new price.
Or would you suggest to leave it as is, meaning the members themselves should have to take the initiative and sign up for a new account at a lower price.

I wanted to know how to change form a recurring payment monthly to pay for a year instead. The company offers a yearly payment instead.
