Customer must have PayPal account for Pay Now button?

I believe that in the past customers using the Pay now buttons could complete the payment process without having a PayPal account and those with accounts had the option of paying without logging into their account.
I just created a new Pay Now button that is active on my web page but when clicked I no longer see any option to complete the payment process with either logging into an existing PayPal account or creating a new PayPal account.
Is this correct?
