Shipping calculator checkout options

I set up 3 types of shipping options on paypal. My customers are redirected to paypals website from my ecommerce site when they are ready to order. When my customers get to the order review page on paypal, shipping and tax is calculated. Instead of showing all 3 of my shipping options, it is defaulted to 1 and shows 1 only. How do i make it so that my customers can choose from a drop down list, what type of shipping they would like before paying.

This happened to me also.

In my web site, I have the traditional "Add to Cart" button.  I created one test product and wanted to create a fake shipping choice.

So, I went to my PayPal acount and added a 3rd shipping choice called "store pickup" for $0.01 for test purposes.

When I went back to the web site to do a test transaction, I only had my other two shipping choices inthe pull-down, not my newly-created "store pickup".

Went back to Paypal to confirm the three (3) shipping choices.

***  Got frustrated, waited 30 minutes and VOILA.....there was my third choice in the pull-down!

Please outline the specific steps in creating shipping options at checkout. I cannot figure this out!

I want the customers to select one of the following choices:

1. Free Shipping
2. Express Shipping
3. Overnight Shipping

I don’t want shipping costs to be based on price, quantity, or weight. Just how soon the customer wants the product.
