Where is the Recurring Payments tool on the PayPal site. I need specific directions to locate it.

What exactly do you mean by 'the recurring payments tool'?

Are you referring to the tool which lets you create recurring payments?

This tool is only available when you've applied for Virtual Terminal along with Direct Payment Recurring Payments.

Have you done this yet?

If you have, you should see a link to create recurring payments in Profile > Recurring Payments Dashboard.
