I created a sandbox account and verified it, but the email is still showing as needing confirmed so it won't let me request a username and password for the API.
How can I test the API without a sandbox version of this?

You can confirm the email address by navigating to https://developer.paypal.com/ > Test Emails and using the 8-12 digit confirmation code to confirm the email address.
Alternatively you can create a Preconfigured account which will already have its email address validated.
