Paypal Express and PayPal Website Payments Pro - Filter Issues

We have both on site.

 

We are having issues with the filters on PayPal Website Payments Pro.

 

It seems you just set filters up once and should they work for both Paypal Express and PayPal Website Payments Pro?

 

Paypal Express seems to work but PayPal Website Payments Pro acts as if they have not been enabled and so all payments are put into a statys where you cannot claim the funds.

 

I appreciate any input.
