Customers from Spain unable to complete credit card payment without creating a PayPal account.

Hello everyone,
I've been receiving credit card payments from clients in Spain via my PayPal website service for years now, but suddenly Paypal appears to be requiring customers based in Spain and France to create a PayPal account before they can complete their credit card payment. This restriction contradicts the information provided to merchants by PayPal in Spain, which states clearly that customers do NOT need to create an account to make a credit card payment. This suggests that this restriction is some kind of new glitch in the system. I've tried contacting PayPal directly, but the person I spoke to was unable to explain it. If any community members have come across this problem and can perhaps explain how to resolve it.
