Account Limited. Forced To Send Photo ID

I had sent an invoice to a customer, and their payment was declined. They spoke with their bank and their bank said there was no issue there. I tried to reach PaylPal support and as I'm searching, my account starts to become "limited" with all these notifications to send PayPal MY photo ID, though the issue was a declined payment on my CLIENT'S end.
The problem is that even if I wanted to send it to them, I have no access or means to send PayPal my photo ID since there's no scanner, my phone doesn't have a camera, and there's no local post office where I'm staying. In the meantime I would like to know what exactly triggered MY account to limit and request a photo ID all of a sudden, not a list of things it could be, but what ACTUALLY triggered MY account specifically. This might be why I'll ditch PayPal and continue to use Squarespace.
