Forced to refund customer when item was delivered

An item was sold on Depop and a whole month after purchase the customer opened a case with PayPal saying the item never got delivered. He didn't message me on Depop at all, but filed the complaint a month later which is weird in itself (big red flags). PayPal asked me to provide tracking information which I did and it stated that the item was delivered (posted on the 1st of December, delivered on the 3rd), but PayPal said I didn't give 'valid proof that the item was delivered to the buyer' and was forced to give a refund. What should I do? The buyer's Depop account also comes up with an error message when I click on their profile which either means they've deleted it or blocked me.
