Sending the Appeal Questionnaire to Protection Service Department

Hi there,
I am appealing to a buyer's claim who claimed a refund on a dress she bought from me from eBay.
PayPal agreed on the refund to be issued from my account and the buyer posted the dress that arrived heavily damaged.
I am now appealing to PayPal's claim decision as I am demanding to have back the money as cover for the damage. The dress is trashed!
PayPal asked me to fill a questionnaire and fax it (???) or post it to the US within 3 days.
Assuming I do not have a fax machine (...), I want to post the letter through Royal Mail.
Do they take account of the post date regarding the 3-day deadline? Obviously the letter will never arrive within 2 days unless I pay £56 delivery with DHL, so I am assuming they will count the fact I have posted it within 3 calendar days.
