Hello, I'm selling digital codes on Ebay, the problem is that people cheat on me, the codes that I sell on ebay can only be activated once, people after activation activate the codes ask for a refund, it was not an authorized purchase, that I did not try to write in the resolution center, the paypal always picks up money for them, codes that people have activated I can not sell anymore,
And the pay line simply does not care

There is no Paypal seller protection for virtual / digital transactions, you can sell them but at your own risk.
Paypal clearly states you are not covered so it not a case of not caring, knowing that info whether you go ahead and sell them or not via Paypal is your choice.
Advice is voluntary.
