Im a graphic designer, I had a buyer pay for my services via PayPal, after less than 24 hours of the payment being made and me not having yet started work (it was Sunday!), the buyer filed a claim, I disputed it, but PayPal still decided to refund the money. The finished product was then sent to the customer with the agreement that the money would be sent again and the balance therefore cleared. Months down the line I still haven’t received my payment back and the buyer has since used the product I provided. In short, how do I get my money back for the service I provided?

The idea with paypal is that you do not send any item until you are paid.

As the buyer gained a refund then personally i would not have sent any goods or services but as you have done so before they paid again then no one can force them to pay you.

Dependent on what country you are in then look into taking private legal action against the buyer if you think you may win.
