Impossible to sign in to pay balance

I had a client charge back fraudulently, and I had to add that to an already existing legal dispute involving payment issues and libel against the client. Because of those legal disputes, there was largely no money to pay pay-pal back for that charge back. Now that I have the funds, I'm getting the run around.
-I've tried logging in to see my balance on my account, but can't log in. I had to create an alt to even post this.
-I tried going through online account recovery, which didn't work, and it declined to explain what went wrong, just that it went wrong on PayPals end.
-I called into the phone line and received my reset password pin, which also didn't work. Same thing, something went wrong on our end, but no explanation as to why.
-When I called into support, it rerouted me to a company whos name was NOT pay pal. I asked why I was sent here, they said they 'had a matter to discuss' but wouldn't tell me what or if they were in connection with paypal or if they were paypal tech support like I needed until I gave them Personally Identifying Information (PII) like my name, email, and home address. They hung up on me when i insisted i wouldn't give them any information until they answered yes or no to 'are you paypal?'.
-I log into my alt to file a report to get help for this, and when I hit the 'report a problem' it just takes me to my activity page and wont let me file a ticket.
Paypal has sent me zero communications saying this was given to a debt collector let alone provided a name to who they sent it to. They won't let me log in. They won't let me report the problem. They won't let me speak to a representative. The debt collector won't answer basic questions about who they are and what they want until I give them personal details. Is this REALLY how paypal does business? This is shameful and unhelpful and I'm about to say **bleep** it and just wait for this to fall off of my credit if the debt holder is so rude they cant even tell me the name of their company without me handing over my identity on a trust-us basis.
Has anyone else dealt with this? How do I know this company isn't a scam? Have anyone found a way to actually get paypal on the phone to verify these matters?
