problem: mobile was stolen - therefore can't change to my new tel.no.

Hello everyone, my problem is, that my mobile was stolen and therefore I can't change my new mobile no.. And because of 2 factor authentification I can't log in either. How can I solve this problem? Even the personal questions I answered right were not enough to be accepted by PayPal. Moreover PayPal can only be contacted, if I am logged in. It's like a "devils circle". I cannot come to a way or method to log in. Please, ich anyone knows a way or a solution, please lemme knows! Thank you very much in advance. Greetz, FreeFranky.
