Why does PayPal assign an identifier to each of my contacts that is preceded by the @ sign?

Each "contact" person that I have sent money to via PayPal seems to have a unique identifier preceded by the @ sign in my account. It is not the contact's email address or phone number. Who assigns this identifier and why? Customer Service Representatives at PayPal are unaware of this identifier and can provide no information.
