I do understand that you want to know about pass key. PayPal is a country specific and therefore, the laws, policy and features might differ. Passkey is not available in every country. Kindly refer the help centre article What is a passkey and how do I use it to log in to my PayPal account? for more details. If you will not be able to find the help centre article means the Passkey option is not currently avilable in your country.
