Unable to add a cell phone from Videotron because it is identified as a VoIP number (which is not)

Hello,

 

My problem is in the title. 

 

It is not a VoIP number, but PayPal keep telling that I can't have access to my account because it needs a phone number which can receive SMS.

 

I have a phone number. A «fixed» one. But it can'y received SMS... And when I give the number that can receive SMS, PayPal doesn't accept it..  I have access to my account via the application, but the situation is annoying.
