I cannot login to my pay pal account. I created the account many years ago when living in the UK. Now I live in Argentina and when trying to login I get the "We’re having trouble making sure it’s you". Could you please let me know how to fix this? Many thanks!

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

Hello, my friend is receiving a message saying We can't confirm it's you, and can't even log into the account itself, was wondering if any of you know what can we do?

I get the same message. I logged in fine until 1 June 2024. Today is 3 June and can log in to online community but PayPal blocks account with message. My account is already verified. Message prevents me from logging in. It also asks me to finish logging in.
