Something went wrong on our side error

So I’ve had an account and I wanted to log in but I forgot my password. I tried recovering it but everytime I try to recover my password or even try logging in on my account there would be an error saying:”something went wrong on our side try again later.” Now you might think I tried once but I tried every month every year for to years now. I cannot get in contact with PayPal I’ve tried many many times and still I can’t contact them. Someone please help me because I can’t make another account because my card is linked to that one account

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

I tried calling them but I never actually tried messing them via social media
