How do I speak to a HUMAN WHO IS ALIVE about account holds instead of a chat bot or ai

I sell my clothes on Depop, and because my account is newer -- PayPal has been placing every transaction on a crazy long hold.
Tell me why I have to wait a month to get the money from selling a pair of second hand sneakers. Even after the item has arrived, the hold stays put.
PayPal's phone service is just a voice automated version of the exact same processes they have online. It's giving the Labyrinth.
Is there a human being I can talk to about this? Can I email or call a human person, not a bot?
