How can I link a malawian bank account to a PayPal account?

The option to add a 'local' bank is not available in every country, if its not showing as an option for you then you would need to add a card instead. 
You would be able to withdraw to a card however you would need to add a visa credit card in your country as you have mandatory auto-withdrawal of funds from a balance.

You can however in most countries add a U.S bank account (not card) to your Paypal account. This is because Paypal is a U.S company and allows that option for U.S citizens working in other countries.
