I manage my 90 year old mothers email in box and she received this email - she would not know what PayPal is and certainly would not have ever had an account.

Welcome to the PayPal Community Forum! I'm sorry to hear there's some confusion surrounding a recent email you've received from PayPal. Thank you for helping your mom with complicated situations like this, I'd be happy to point you in the right direction. There may be a few different reasons as to why she's receiving an email from PayPal. It's possible she purchased something online and signed up for a PayPal account. In this case, I'd recommend trying to recover the password for the account to login and either continue using or close the account as you see fit.
However, in the case someone else signed up for the account with your mom's email address, please follow the instructions listed at the bottom of this Help Center article. Our support teams will take it from there.
