Cannot log into PayPal and PayPal help line goes dead

Hi! I have been attempting to log into my PayPal account [removed] but am given a vague error message "Something went wrong" or "Something went wrong on our end" if I try to reset my password. This has been happening for days.
I have tried to call the customer support phone line but it leads to a dial tone and the call is ended. It is extremely frustrating to be denied even talking to a help representative and I have been forced to make a new PayPal account in order to use the community forum for help. I do not want to use this new PayPal account as my previous one has money sitting in it and has my bank linked.

Please read my post carefully. I have already called them and it goes to dial tone every single time. I cannot get a hold of a human on the phone.

Please read my reply carefully, I have posted the link for all the ways to access customer services in your country, including the guest option.
If they won't answer you or you can't get through using any of them then there is not a lot I can do about that one is there.
