Account not been able to get verified after submitting government ID

Please why has my account not been verified to accept payments after submitting my Government ID. And I'm still been asked to verify my account always.

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
