This is the second time i get put on hold. I dont understand why and i cant contact anyone about it. Im being trolled by an AI that says no agent available? WELL can we get more info? What is this paypal turning into hotmail ????

As you have not said what your issue is then we can't advise. 

So try contacting customer services again but say agent or customer services a few time if you get the bot.
