2FA error on new accounts

I'm trying to open a new PayPal Business account. However, when I attempt to confirm my email, I'm asked to log in, whereupon the 2FA seems to be broken. Since I haven't set a phone number (since I just created the account), I try to select the "add phone number" option, but when I do, I get an error message that says "We're having trouble making sure it's you," and directs me to try another option. I called customer service and they deactivated the account so I could try again, but the same problem resulted. 2FA for my personal account works fine, however.

 

I'm not using a VPN, and I've tried with different browsers and different phone numbers. All produce the same error.
