verify mobile number from outside the USA

I live in Japan. I have a PayPal account in Japan and the USA. I use them to transfer money. I am trying to add phone numbers to the US account. Sometimes it lets me select the country code. However, when I enter the phone number, it defaults back to the US country code. When it does accept Japan’s country code, and I enter the phone number, it says the format is invalid. I have tried entering the phone number several ways. None of them seem to work. So, I can't use some of the features for my USA account.

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You can however (in some countries) add a U.S bank account (not card) to your paypal account. This is because paypal is a U.S company.
If you have that option then it should show in your paypal wallet.
