If paypal is not supported in a country then you can't use it, its against paypal rules to try and use another countries paypal account and you would soon run into issues if you tried.

cant you verify it with internation ID and use it to buy online cause some people cant use paypal in their country and it can be helpful if they can use other country paypal with being limited and asked for ID
