Hello, I am having a very frustrating problem here. I created my paypal account in Egypt with an Egyptian mobile number, but came to spain about 4 months ago. Until recently I have been receiving the verification code to login into my account without any problems, but suddenly it just stopped working, and I am not receiving the code anymore. As a result I am locked out of my account with absolutely no way of recovering it. I have no one to contact since there is no customer service over the phone for egyptian accounts (only through chat and i can't access that without logging). paypal Es are refusing to help, and I have no contact with anyone who could help me. I will be staying here for a while, and I need to make very important payments. I contacted my network provider who confirmed that there is nothing wrong with my sim card and we confirmed it I can receive messages from anyone, but not paypal!
what do i do here? why is this so much complicated? I can't even create another account, tried that, and it doesn't work because my cards are issued from egyptian financial institutions and will not work in an account created outside of Egypt

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

ok, so I have an update on this one. the problem is most certainly not the fact that I changed countries. I contacted someone from Egypt to try and create an account and they reported the same problem twice with two different numbers. Paypal DOES NOT send any messages to any egyptian number inside or outside of Egypt. I have no idea for how long has this been the case and whether it will be resolved in the future or not, but this is not a problem of changing countries at all.
edit: just wanted to mention that this is also not a problem of a specific network provider since we tried two different providers.

My information is correct, if you move countries then you have to have a phone issued in that country and registered in your name.
Paypal DOES NOT send any messages to any egyptian number inside or outside of Egypt.
No they won't do IF YOU HAVE A SPANISH PAYPAL ACCOUNT.

okay, but then someone living in Egypt right now should be able to open an account, right? why are they not receiving the verification code?
your information might be accurate, that does not change the fact that if I took a plane right now to Egypt and tried to login into paypal I will still not receive the code

just to clear some misunderstanding. my account is not spanish. it was created in Egypt long time ago. I came to spain about 4 months ago during which I have logged into my account numerous times without any issue. only about 3 or 4 days ago I noticed that I am not receiving the code anymore. This does not seem to have anything to do with the fact that my sim card is out of the country. I have contacted people living in Egypt who have never been outside of Egypt and asked them "please try to create a paypal account" and they reported that they are stuck at the phone verification step as paypal does not send the code

Just to correct your misunderstanding you have a SPANISH PAYPAL ACCOUNT.

Well you are only allowed to have x2 paypal accounts if x1 is personal and the other x1 is a business account.
If you have x2 of the same type you risk them both being limited.
