foreign cell phone number, security

I need to register a foreign (Colombia) cell phone number for security purposes, but the panel that appears only offers the U.S. country code (+1) for the primary security phone number, any suggestions? I also tried the option of adding a new cell phone number when I first encountered the problem. In the panel that appears it offers the different country codes, but when I enter my cell phone number and try to click submit or continue, nothing happens. I tried it twice, but was not able to move beyond that point.

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
