Why am I getting an email about API something-or-other?

I have received an email from PayPal saying: "To support PayPal's ever-expanding global footprint, we have updated the published IP ranges for API services. "

I have no idea what it means!

PayPal's customer support response to me was the following:

“...this email is not sent from our end, please don't click on any links in this email. Thank you for contacting PayPal.”
