Unable to contact support to resolve "There’s an issue with your account"

I have been an active user for a long time couple years back, but don't use it now. At some point I noticed I have a warning saying

There’s an issue with your account

You can contact us for help resolving it.

The link in the message leads to the support website, from there I can't seem to find a way to create a support ticket. I haven't found an email or a contact form. Also I tried contacting the support through facebook and twitter but got no reply. Also tried the landline and searching the forum (for some reason I couldn't login to create a community question back then). My account doesn't show it has any limitations and anything else is required from my side. It seemed these issues were happening because of covid restrictions, so I decided to leave it.

I'm considering using PayPal again and I'd really like to know what's that issue the sign is talking about. Yet again I can't seem to find a way to create a support ticket.

How can I contact PayPal support to resolve this?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

As I've mentioned in my question, I've already tried those methods before

1. There's some technical issue with the landline ad stated on the support page
2. Live chat is something I haven't seen in a while
3. How can I do this? Previously I remember using a form to create a ticket. I can't find such form anywhere.
4. I've done that and only got automated responses in return, no human agent contacted me in the next days.

Also,
the Help menu item leads me to support articles, that are useless in this case.

It seems to me that I can report one of old previous transactions as an issue in the resolution center.
I think t should create a ticket in the support system.

But I'm not sure if this would be appropriate, because in reality I don't have any issues with those transactions and the reasons for creating an issue do not apply to my case.

Will it be ok to go ahead and try to report any of my old transactions as an issue and explain why I had to do it in the message?
