US Resident to Open US paypal account from outside the united states.

I am a US resident (US address and bank account) living in Mexico at the moment.   I want to open a US paypal account.    Seems simple but when I start to set up the NEW account (everything looks like I am in paypal.com US system) it defaults to Mexico and I can't seem to see how to change the country.  Appreciate any assistance.   Thanks.

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You can however in some countries add a U.S bank account (not card) to your paypal account. This is because paypal is a U.S company.
If you have that option then it should show in your paypal wallet.

This led me to my own question on the topic. Is there a PayPal website specific to the U.S. and one specific to Mexico? Because, if you are unable to change the country, on the site, the only explanation must be that Mexico and PayPal have another site, for those outside the U.S. Did a search and I was led to PayPal's country/ worldwide site where you can pick the country where you come from. There is a little flag for Mexico there but me, I don't think I can go any further, at the site, as when I clicked on the flag, it led me back to my own PayPal account. And, I don't want them to think what I'm doing and get flagged for being suspicious. Also, while I would put the address here, usually they don't let you do that. But, just search PayPal country/ worldwide as those words were in the address and that should lead you to the page with all the countries and their flags!
