PayPal will not let me close my account.

I have been trying for three + weeks to close my account. I am prevented from closing it from the website. I have called PayPal repeatedly. I am told that my account is unable to be closed because it is connected to a "shadow account" - which is either Xoom, Venmo or Honey. I have email documentation that my Xoom account is closed, Venmo is closed and I never had a Honey account. Every time I call customer service, I am given a different answer as to why my account cannot be closed. I am given time lines of 24 hours to unknown amount of time as to when this issue will be resolved. It should not take this amount of time to close and account and delete my data. I have no outstanding transactions, deleted all my payment methods, have no automatic payments and I have no account balance. What else can I do?
