My Paypal account is wrong (not mine). Appears to belong to another person. Has my phone and e-mail.

Since there is no reporting option on the Paypal web site to report this kind of problem I'm putting into the community.
I need to contact someone at Paypayl urgently because my account that I logged into is not mine. It belongs to someone else.
Everytime I attempt to logon to my account it logs me on to this other person. I have complete access to their account.
Help I don't want their account and I need to access my own!
Please HELP!!!

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
