Please check if the internet is active in your device/computer. If there is no issue with the internet connections. You can contact phone support team by clicking on Contact us at the bottom of the PayPal website and select Password and Account access > Login Problems, the Call us option will appear. Alternatively, you can send a PM via Facebook or a DM via Twitter.
