Guam timezone GMT+1000 not an option on account??

Just had to update my credit card for paypal, and looked at account settings.

For the Timezone it has a very limited list of options that does not include Guam, where I have lived since 1974.

The timezone for Guam is GMT+1000 as contrasted to Hawaii which is GMT-1000.

Has worked ok with the original default setting of wrong timezone, but would prefer to have the correct one.

Tried the message option, but says all agents are off-line...
