Creatining a PayPal account for someone else

Can I create a pay pal account for someone in Africa? I've been asked to do this but don't know if it's allowed

No as firstly its against paypal rules and secondly paypal is country specific so you would have to open a UK paypal account.

He is probably asking you to try and get around the paypal rules and is in a country where paypal is not offered or supported.

He said something about he can use his phone number to take out money. Not entirely sure how that will work. He's a friend but it all doesn't seem right on my behalf. Thanks for the answer 👍

If he can use the paypal app then he can equally open his own account, what country is he in?
