Hello. Can I have a business account, if my business is outside the USA? It requires the USA address and doesn't allow me to proceed without choosing one of the USA states as my address. It allows me to choose a phone number code from my country though
Paypal is country specific you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
