So My issue is that i made A Business Account Other then personal and i made the country on CA Which quite an issue a Business Account doesn't offer my country i'm looking to get back to personal Account
Sorry do you mean you opened another countries paypal account to get a business account option?
If so that will never work for you as you are not allowed to use another countries paypal account, paypal differs a lot country to country so it would never work properly for you. Your best bet is to close that one (removing everything from it first) and then opening one in the correct country.
