Account delete

Hi, so I was told that my account did not meet user requirements and I cannot add or delete cards, am I able to delete my account and how do I delete it, and if not what can I do

Welcome to the PayPal Community! I'm sorry to hear you're running into some restrictions on your account functionality. Have you checked the Resolution Center for any steps that need to be completed? If you find any there, here's a Help Center to guide you through Resolving a Limitation. 

Please reconsider! If there's a chance that you might want to use PayPal in the future, it's a good idea to keep your account open. There's no fee to keep your account open. However, here's a Help Center to guide you through closing your account and removing the bank.
