my pay pal wont let me at the small amounts to verify my account

I've added my card info and I'm trying to verify my account but when I try add the two small amounts it says sorry it hasn't gone through to try again later, why won't it let me verify my account?

Welcome to the Community Forum! Sorry to hear about the difficulty you're having with entering the two amounts which are showing on your bank account.

If the amounts you can see on your bank statement are not being accepted, you may need to have them entered manually by our Customer Support. You can find our contact details by clicking on 'Contact Us' at the bottom of any page when logged in.
